I don’t understand why #2 is true, since 3-3-4 reads contrary to that? Or another way of looking at it: isn’t A6 required to stay on the court for at least one tick of the clock before he/she can be legally substituted?

The only prohibition involving substitution is that once a player leaves the game, that player must stay out for at least one tick of the clock (3-3-4). There is no requirement for subs who enter the game to stay in for one tick.
